加氢汽油直送措施应对重污染天气的探索与实践

摘要: 为积极有效地应对重污染天气,科学减排,持续改善环境空气质量,中国石油独山子石化分公司乙烯一部结合生产实际,探讨了将加氢汽油产品由送罐区流程改为直送芳烃装置流程的可行性,通过研判直送流程风险,总结了加氢汽油产品直送芳烃装置的风险识别指标及风险控制削减措施,优化了相关的工艺参数。直送芳烃流程投用后,汽油加氢储罐各部位检测的挥发性有机化合物(VOCs)值明显降低,轻组分有机烃的泄漏量显著减小,空气污染物总排放量大幅降低。这表明加氢汽油直送芳烃装置可有效地避免加氢汽油从储罐T-0003A/B的大、小呼吸阀及各安全附件的密封处泄露,减轻将非甲烷总烃向环境排放的问题,有望作为应对重污染天气行之有效的新措施,为推动重污染天气精细化管控,建立主动预防、协调联动、防范有力的大气污染应急体系起到积极有效的作用。

Abstract:

 In order to effectively deal with heavy pollution weather, scientifically reduce the discharge of pollutants and continuously improve the ambient air quality, the feasibility of directly delivering hydrogenated gasoline to PX unit instead of sending it to tank farm has been analyzed. The risk of the direct delivery process has been assessed, and the risk identification indicators and risk control measures have been summarized. Relevant process parameters have been optimized based on the actual production. After the direct delivery process is put into use, the VOCs values detected at each detection site are significantly reduced. The leakage of light components and the total emission of air pollutants are significantly decreased. These results show that the new direct delivery process can effectively avoids the emission of non-methane total hydrocarbon to the environment, which are caused by the leakage of hydrogenated gasoline from large and small breathing valves of tank T-0003A/B or the safety accessories. The direct delivery process is expected to be an effective new measure for preventing and controlling heavy pollution weather, and play a positive and effective role in promoting the fine control of heavy pollution weather and establishing a proactive, harmonious and effective air pollution emergency system.
